“문재인의 구상(‘한반도 신경제지도’)은 남북한 도로와 철도연결을 보수하고, 또한 러시아산 가스를 한국으로 연결하는, 북한을 통과하는 수송관 사업 계획을 포함하고 있다. 문재인은 2016년 북한의 ICBM 실험으로 인해 폐쇄된 개성공단을 재개하는 일을 필두로, 북한 전역으로 경제 특구를 확대하겠다는 야심찬 계획도 갖고 있다(His “new economic map” envisages repairing road and railway links and building pipelines through North Korea to transport Russian gas to the South. He also wants to revive South Korean tourism to the North and persuade South Korean companies to invest in a range of special economic zones throughout the North, starting with the reopening of the industrial complex near the border at Kaesong, which was shuttered in 2016 following a missile test by North Korea).”

“한국 국민들은 문재인만큼 대북 경제협력에 대해 열정적이지는 않다. 이유인즉슨, 문재인의 대북 경제특구 계획의 소요 예산 전액을 지불해야 하는 것은 결국 한국 국민들이기 때문이다. 또 북한의 입장도 녹록치 않다. 물론 북한은 한국이 투자액 전체를 지불하는 것은 환영하겠지만 그 운용 주체로서 한국의 투자가들이 직접 나서는 것은 꺼리고 있는 실정이다(For one, South Koreans are not as enthusiastic as their president about economic co-operation with their impoverished neighbours. They are unwilling to cough up the money that the president needs for his designs, given the North’s lack of funds. And although North Korea may be happy to let the South pay for repairing some of its ailing infrastructure, it will probably balk at the idea of letting South Korean managers take over running the economy).”
