[EXCLUSIVE] National Forensic Service Report Finds No Evidence of Blue House Document View on Choi Soon-sil Tablet

There is no physical evidence supporting allegations of "civilian manipulation of state affairs" related to Blue House documents during the Park Geun-hye administration.

The expert report from the National Forensic Service (NFS) confirmed that there is no evidence indicating the so-called "Choi Soon-sil Tablet" had view to the Dresden speech or other Blue House documents.

On the 29th, MediaWatch confirmed through a review of the NFS report that there was no record of former Blue House administrator Kim Han-soo or Choi Seo-won (formerly Choi Soon-sil) viewing any Blue House documents via the "Choi Soon-sil Tablet."







In November 2017, at the request of the court, the National Forensic Service (NFS) conducted an examination of the "Choi Soon-sil Tablet" and submitted an automated analysis report (Final Mobile Forensics 5), along with an evaluation report. The report included a detailed record from the Hancom viewer, showing the last time documents were viewed and opened on the tablet, organized by time of day. MediaWatch verified that there was no record of any document being viewed on the "Choi Soon-sil Tablet" between January 16, 2013, and October 18, 2016—during the presidency of Park Geun-hye—according to this Hancom viewer history.

The Hancom Viewer history also confirmed that the user of the "Choi Soon-sil Tablet," presumed to be former Blue House official Kim Han-soo, last accessed a document stored on the tablet at 10:57 a.m. (GMT) on January 16, 2013. This was over a month before the inauguration of President Park Geun-hye on February 25, 2013. Until then, the tablet's user had 19 document access records, all related to Park Geun-hye's presidential election campaign documents.

On the other hand, the Hancom viewer history showed that the viewing records for the "Dresden Speech," "State Council Meeting Minutes," "Assembly Members Recommended by Chinese Envoys," and other Blue House documents during the Park Geun-hye administration were first viewed on October 18, 2016, at 8:16 AM (GMT)—the time when JTBC broadcasting company obtained the "Choi Soon-sil Tablet." This indicates that all 56 instances of document viewing were done by JTBC and later by prosecutors.

The NFS's report did not confirm any records of documents being viewed by former Blue House official Kim Han-soo or Choi Soon-sil during Park Geun-hye's presidency. Therefore, there is no physical evidence supporting the allegations of "manipulation of state affairs by civilians."

In light of these findings, Byeon Hee-jae, head of MediaWatch, stated, “Regardless of who used the tablet, the fact that documents related to Park Geun-hye’s campaign were viewed before her inauguration and Blue House documents after her inauguration raise significant questions about whether former President Park Geun-hye is guilty of leaking official secrets.”

Byun Hee-jae also noted, “If JTBC and the prosecutors destroyed clear evidence showing that Kim Han-soo or Choi Soon-sil did not view the Blue House documents, then the charge of leaking official secrets against former President Park Geun-hye should be reconsidered.”
